My (family/friend/partner) is a joint policy holder - can we use their Costco membership for the promotion?

The Costco Executive membership must belong to the primary policyholder on the Petsy Pet Insurance to qualify for the promotion. The person with the Costco Executive membership needs to be the one who sets up the policy. They can then add others as joint policyholders to assist with managing the policy.
